Jimmy, a few things:

1. It's called an IDEA for a reason, and idea is: A thought or suggestion as to a possible course of action
2. A lottery is just a little thing that players could look forward to; it's sometimes the little things that count.
3. You said that you don't like plugins without many uses, but signedit has one use only: to edit signs, so by your response to my suggestion, this confuses me

An idea with no use is worthless, so thats why i said to give a use for it.
You never said what we would use the lottery for, now your implying we would be giving stuff out or something.
Signedit is not even working atm for me lol. Also editing signs is a pain if your doing it as often as i do, signedit is not needed at all its just for sake of time.

Not all ideas has to have a "use" per say. Look at MobDiguise, not really a use, but just fun.

When considering plugins I first consider if the plugin fits the theme of the server.
Although, the lottery falls under another catigory though, I dont generally like giving free handouts.
The base of the server is survival, the theme of the server is survival.

For me stuff like mcmmo and towny fit with this, people use skills to survive, and towny helps people work together. And economy helps people to pay for what they need.

Well to have a chance at the lottery, you have to buy a ticket XD how else would the 'State' get their money! and I think that this would be more successful if we DID have more people so that we can give a bigger prize, and we could do a tax on it and the money would go to the 'State' for 'funding' other things. Heck, we could incorporate some sort of soft-core role play into this, and the lottery would just be one little part of it!
